Many places have successively issued plans, and the scale of offshore wind power is expected to increase significantly during the 14th Five-year Plan period.

Recently, Shandong proposed to build a 10 million kilowatt offshore wind power base and a 100 billion offshore wind power equipment manufacturing industrial base in Shandong Peninsula. In Penglai, Shandong Province, the offshore wind power characteristic industrial cluster led by the wind power home port industrial park gathers a number of relevant leading enterprises such as blades, offshore wind power towers and piles, forms a complex with complete industrial development platform and industrial chain elements, and comprehensively develops the offshore wind power industry.

The 14th Five-year Plan for marine economic development of Guangdong Province proposes that during the 14th Five Year Plan period, Guangdong Province will promote the large-scale development of offshore wind power projects, strive to achieve the installed capacity of 18 million KW by the end of 2025, promote the development of offshore wind power industry clusters, and accelerate the construction of Yangjiang and eastern Guangdong offshore wind power industry bases.

Zhejiang proposes to focus on promoting the development of offshore wind power, build a new development model of offshore and far-reaching offshore wind power application base, marine energy and onshore industrial base, and strive to achieve 6.3 million kw of wind power installed capacity in the province by 2025, including 5 million kw of offshore wind power.
