The plan puts forward the basic principles of ecological priority, harmonious coexistence, regional coordination, rational layout, maturity first, advance reserve, measures taken in accordance with local conditions, innovative development. On the basis of the nationwide survey and screening of pumped storage resource sites, the mid - and long-term development project library of pumped storage has been established. With a total installed capacity of 421 million kilowatts, projects that meet the depth requirements of the planning stage, have mature conditions, and do not involve environmental constraints such as the red line for ecological protection will be included in the key project database in accordance with the principle of full utilization. By 2035, a modern pumped storage industry with advanced technology, high-quality management and strong international competitiveness will be formed to meet the large-scale development needs of a high proportion of new energy, and a group of large backbone pumped storage enterprises will be cultivated.

The plan puts forward the main tasks of pumped storage development. One is to do a good job of resource site protection, reserve development space for pumped storage; Second, strengthen the planning site reserve and management, rolling out pumped storage site resource survey and project reserve; Third, actively promote project construction, strengthen project optimization layout and project construction management; Fourth, we will carry out the construction of small and medium-sized pumped storage in light of local conditions, explore and promote the cascade renovation of hydropower, and strengthen innovation in science and technology and equipment. Fifth, establish industry monitoring system and issue pumped storage development report annually.

The plan puts forward the requirements for the implementation of this round of plans. First, a rolling adjustment mechanism has been established. Projects in the reserve project database can be adjusted to enter the key project database after implementing relevant conditions and avoiding and connecting with environmental constraints such as the ecological protection red line. In addition, provinces, autonomous regions and municipalities can adjust projects in different five-year plans according to their needs. Second, we will promote market-based development. The plan proposes to simplify examination and approval procedures for demonstration projects of new energy storage technologies, steadily promote the determination of investment subjects of pumped storage power station projects by means of public bidding and market bidding, and encourage private capital to invest in the construction of pumped storage.
